Making Lather in the Bowl

Add a small amount of shaving cream, or load your brush from a separate shaving soap, then work the lather in the bowl. Introduce water a little at a time rather than filling the bowl: the aim is lather with the consistency you prefer, not a thin mixture that runs off the brush.
